Gov. Lynch (NH) noted recent research from the University of New Hampshire's Crimes against Children Research Center, which found a third of young computers users said last year that they were exposed to unwanted sexual content while on the Internet.

About one in seven reported receiving sexual solicitations, but only 5 percent of those were reported to police or Internet service providers, Lynch said.

Under federal law, no crime has been committed unless an adult meets a minor for sex or, at the very least, tries to meet. Foley has acknowledged sending inappropriate messages but has denied having sexual contact with any of the pages.

But Lynch, backed by Hillsborough County Attorney Marguerite Wageling, said New Hampshire law already allows a person to be prosecuted for enticing a minor to have sex if there's an explicit invitation. State law does not require an actual or attempted meeting before police can make an arrest.
